Here are the values for this dataref when using various stock panels with XP 9.61, along with the corresponding labels on the transponder instrument.

If you are trying to determine if the aircraft is squawking stdby vs squawking altitude, the only reliable way would be to treat 0/1 as standby, and anything else as altitude. This is to allow for the fact that the GA panel starts squawking altitude from #2 onwards, whereas the King Air starts at #3 onwards.
